I do not entirely agree.

Years ago I got into an argument on DKos by pointing out that even a seemingly stable country — Yugoslavia under Tito, but one with deep repressed divisions — could degenerate into a style of urban guerilla and warfare (i.e.: Sarajevo) against which traditional army is mostly powerless.

I’m not saying this will happen in the U.S., but I’m less sure today that it won’t than I was then. Sarajevo before the break-up of Yugoslavia wasn’t that different from most western cities.
