So, this comment caught my eye in the “Cruise ship Karen” twitter thread… Would “Bioterrorist” as a blanket term be too harsh for Q’s, antivaxxers, Covid “skeptics” et al?

I’d go with “enemy combatant” myself.

As far as bioterrorism goes, US law only applies to food, as noted at Customs and Border Protection’s page here.

The law that applies would depend on which country in which the ship is flagged.
