An example of laissez faire cannabis sales:

Dealer A sells plain ol’ cannabis.
Dealer B sells cannabis with Fentanyl (not informing the buyer) with a slight markup for the better “high.”

Dealer B addicts all his purchasers to his laced cannabis and marks up the price after putting Dealer A out of business.

Maybe, but giving fentanyl to someone who doesn’t use opiates is highly likely to kill your customer, which is bad for business. It seems like drug war propaganda.
