Whitaker hasn’t previously been confirmed by the Senate to a Cabinet level position so it’s unclear to me what power over Mueller and Rosenstein he actually wields here.
Acting cabinet officials who have not been approved by the Senate generally cannot change policies within their departments (they are essentially caretakers).
However, the GOP still controls the Senate.
On the one hand, the GOP insisted it wanted the investigation to continue, and was fine with Mueller.
On the other hand, power is what a conservative craves.
