The Rising Sun flag is still the official ensign of the Japanese Maritime Self-Defense Force (navy in all but name) and Coast Guard.

If they want to fly it in Japan and on military vessels, then I can understand their argument that it is of historic and cultural significance. But flying it in other countries (especially ones that Japan once invaded and occupied) is utterly unnecessary and tasteless.
