That’s an interesting question. The opinion about him in Libya is that he is really innocent / was set up, so whatever opinion they have on him doesn’t mean that they like murderers or something. That said, the case against Megrahi was so absolutely weak (hinging on a testimony of an unreliable witness) that I can safely say that I’ve seen no hard, credible evidence of his guilt (after reading the judgment and what not). I would even hypothesize that he was released exactly because he was undergoing a second appeal process at the time, and some old evidence against him had already been discredited, so in principle the second process could set him free. And as a part of his release he was required to abandon his appeal, which might have saved some people some embarassment.
