This tactic does rely on the chance that your Representatives or Senators having a staff with empathy. The reaction to photos of sick family members that I’ve heard is usually. “Yes, that’s horrible, but why should I, or anyone else but you be paying for their illness.”

That is my RW brother’s reaction (slight paraphrase): “What — you want to steal all that money from wealthy people to pay for treating sick people?” They really believe that the more your wealth, the more your merit.
