In Baltimore the education news is that the school system’s head guy (I believe they call him a CEO these days instead of superintendent, it sounds so much more businesslike, doesn’t it?) says children who bully cannot be suspended, much less expelled. Here they won’t even expel kids who commit arson.

I think a lot of things would change if the “obligation to educate” were reserved for kids who prove themselves to be educable.

I think the driving language is “Free and appropriate” education. If we stare at the word “appropriate” very hard, there might be an answer.

“Pyro, we’ve decided it’s appropriate for you to learn how to make license plates.”
