Regarding sprinklers, the building was owned by the city council (sorta like Section 8 housing in the USA) and while the subject came up of retrofitting the building with a fire suppression system, the local council stated it couldn’t afford to do that.

*sigh*

Wouldn’t that fall under the Home Secretary’s purview? (Theresa May’s last job before becoming PM)
