To be fair, this isn’t really a Trump administration effort. It’s coming from the House. And, Trump is simply a pliable nitwit.

Now personally, if we gotta go this route, I prefer Space Corps. Under the Department of the Air Force. Similar to the Marine Corps under the Department of the Navy

There is only one branch that has practiced putting people in containers and having them spend long periods of time away from support. And the Air Force isn’t it.
