actually, that looks like bulk tobacco and premade tubes with filters for rolling your own smokes. I used to do that because the tax on bulk tobacco was actually less since it was classified as pipe tobacco and not cigarettes. (former smoker)

rolling your own also makes sure that the Rothschild/Illuminati owned tobacco companies aren’t putting mind controlling chemicals into your tobacco.
