TBF, until the vaccines were actually approved, it is difficult to get the appropriate infrastructure in place; for example, refrigeration needs depend on the vaccines themselves. There was so much that was unknown at the time — just because a pharmaceutical firm issues a press release claiming the amazing success of their product, it does not guarantee that internal studies when evaluated by a team of outside experts would satisfy even the looser requirements under “emergency use authorization”.
