Simple answers to that thing:

1. Broadband jamming of its radio frequencies. The NYPD has jammers like that.

2. Birdshot. Load a police shotgun with birdshot and have your best wingshooter knock the mini-copter down.

Isn’t option two a rather obvious bit of vandalism, I mean it’s illegal for you to just destroy someone’s property even if you’re a police officer!
