How are you going to address root cause in a place that is anarchy defined? Somalia has NO functioning gov’t or any kind of civil infrastructure. You can’t send aid or help, there’s no authority but out the barrel of a gun.

The answer, believe it or not, is to re-colonize the place. Not to plunder its resources and exploit the labor of its people, but to impose order, establish some sort of economy, and an education system. Basically drag the people, kicking and screaming, into the 20th century. (Yeah, I know it’s now the 21st century, but you have to walk before you can run.)
