Dealing with just one point:

Some minor points:

2) If the compact comes into effect, there would be no marginalization of the non-compact states.

Assume for the sake of argument the swing state of Ohio does not join the compact, but enough states have that there are 270 or more electoral votes in those states voting for the popular vote winner.

Do you campaign in the non-compact state of Ohio, or in the states that will decide the election? The Compact states become the swing states. Any state not part of the Compact is in fact marginalised, as you can lose every one of them and still win the election. The two largest states are already part of the Compact, and other large states are considering it.
