The ACA allows insurance to be sold across state lines if the policies are comparable to those offered in state. So, someone in NJ could conceivably could put together an insurance plan for NY that NY could approve if they’re comparable.

Problem is, no one wants it. Not the insurers, who’d have to create a network in-state, which is costly, and therefore isn’t worth the effort. And if there’s no in-network in state, then the costs are that much higher because out of network always is.

It’s a scam the GOP is pulling, same way they think HSAs will be the silver bullet here.
