Yes. Although, there was a time when there as no legal and no illegal. There were not really laws, whatever the cartoons like to say about the Pilgrims being illegal immigrants.

But that time is all gone now… and it’s not fantasy land anymore, and there are now laws, and legal reasons, and security factors and all those little annoying things that gets in the way of “can’t we all get along”
