Hello Cobo was probably considered. But there’s a lot of logistics required to put on a televised speech of a Presidential candidate, even if it’s brief. And it might be impossible to work around other concurrent events in a convention center - with little advance notice. I imagine it was pretty stressful for his people there to rearrange things quickly like this.
