On a serious note, the deployment of the 240mm mortar usually means that force using it has run into a heavily fortified enemy position (or a series of such positions). The big mortar’s purpose is to pound such positions to rubble. Used in an urban setting, as it was in Grozny, it generates major collateral damage.
