A proper lectern or podium to deliver the speech would have helped tremendously. The President had an advantage where he could have taken a sip of water while applause was going on in the Capitol, and probably had a glass of water somewhere within easy reach. Rubio had no such moments for pauses, but no one would have begrudged him a sip while speaking if the water bottle were similarly placed. Instead, the awkward move to the right, combined with the idea that he couldn’t break his gaze give the impression that he had never delivered a speech to a camera, and had only done so in front of an audience.
