That is a fallacy. Heritagecare never existed.

I know, I think I have the emails from the Heritage Foundation telling me so around here somewhere. They were only kicking around ideas, never meant to be serious legislation. That’s what they do you know; research policy.

In fact, they upon further study never endorsed it.
