I judge ‘concessions’ based on how disruptive they are to the community. The girls wearing scarves was no problem to anyone. Big shrug.

As for ‘one concession leading to asking for another one’, it didn’t, not at all. The Afghani parents had exactly one need from the school, which was that their daughters be allowed to wear scarves and long sleeves and sweatpants under their gym clothes.

We’d been doing this for years. It worked fine. No one’s toes or rights were being stepped on.

When I was growing up, it was the Pentacostal girls, the ones belonging to the branch that doesn’t allow women to wear pants - those girls were allowed to wear skirts over their gym clothes. What you describe sounds exactly the same thing.
