I think it was intended as a ‘show of strength’ without an intent to commit mass violence. But it would still be very unwise to do seen that way.

The supreme irony is that a show of force and resolve proved effective, but it was a show of force and resolve by the black residents of the 5th Ward. They made it very clear to OCT that they would meet arms with arms and would neither welcome OCT nor be intimidated by them, and OTC folded.
