Does that really matter, though? IANAL, of course, but it seem like the issue here is one that should be decided principally on precedent. Even leaving aside Trump’s bullshit, is a demand for these records really “interfering” with Executive Branch? ISTM that what he is trying to do is, in effect, codify the notion that President, is indeed, “above the law”.
