Brooks was supposed to testify to a select committee of parliament Tuesday. I’ve seen speculation that “cannot speak due to an ongoing investigation” may apply. On the other hand there’s an absolute prohibition that speech to Parliament cannot be used as a confession for trial, which in turn means that defense is severely weakened.
