The word “Asians” is plural. Of course there are a lot of Asians. Starting with 1+ billion Chinese and 1+ billion Indians. But they’re not all applying for admissions to California Universities.

Here, we’re talking about the well-known and notorious tendency of CA public universities to put a thumb in the scale. I have no idea whether the rules designed to filter out “Asians” have the same sort of impact on applicants who, by ancestry or by passport, hail from China, India, Pakistan, Russia-East-of-the-Urals, Iraq, or Vietnam. I would be very surprised if in each of these cases, the answer was yes, or if in each of these cases, the answer was no. What I’m saying is that if you just take all the applications from anybody who fits any of those boxes, and compare to what the results would have been if academically irrelevant criteria had not been used as a filter, the result would have been more acceptances of “Asians” from a policy of academics-only admissions.
