The law of unintended consequences casts a rather wide net and weaponized software makes no distinction as to who is friend or foe.

Neither does a rifle. But cyberweapons like Stuxnet offer a way to fight the ambitions of hostile nations such as Iran while not actually killing people. That alone gives them real relevance as weapons.
