Maybe if Obama promises to use the F-22 in one of those wars he has going on that might change their minds.

We’d need an enemy who has warplanes to use the F-22. Michael Bay depictions aside, its an air superiority fighter in the P-47M/Spitfire VI/YAK-3 mold. Not really suited to ground attack (though it can carry bombs and those WWII fighters could not).
