Not entirely. Goldberg also wrote this, which deals with the need to change policy a bit more:
Conservatives need to solve the Herbert Hoover problem if they want to be taken seriously. The great stock market crash was in 1929, when Hoover was president. By all accounts, Hoover was a capable and caring person. However, his administration was useless in dealing with the Great Depression, and that failure (rightly) discredited the GOP for decades.
