Well, not to nit-pick, but there are not even 300,000 carriers in Texas, a state with 24 million or so. Gun carrying in practice is like drivers licenses, only more rare. One must be old enough, screened, trained, and the requirements in these specifics can always be raised. To “allow guns” does not mean to hand them out on street corners. People who get them have demonstrated that they are at least as responsible as police.

pretty sure Texas is a shall issue state. the state has to come up with a damn good reason not to allow you to carry. Oregon is a 2 hour class and a background check and the state must give you the permit. My permit in OR was over the 300,000th issued in a state with maybe 3.5 million at the time. you sure there’s not a few more that that in Texas?
