I think the Mex government is intentionally letting the situation get as bad as it can possibly get so that WE will pay for the helicopters, etc, training etc, to take on the cartels.

Just like in Colombia.

I think you believe too much in the ability of the Mexican government to control the situation. I doubt “let” is the operative verb here, any more than it was in Colombia.
