Remember that the whole Trump Administration is made up of idiots who all think they’re The Smartest Kid In The Class, and who all believe in conspiracy theories. No doubt they’re JUST SURE that the whole IC is riddled with Obama spies, and they couldn’t trust ANYTHING the IC said.

If I had to bet, I’d bet Trump ordered Bannon to order it. Verbally, not in writing. Pausible deniability, you know.

I’d suspect the order was probably started with Bannon himself, as a way of looking for something to support Trump’s ranting after it had already happened. Problem is that investigations like that take time and so the pressure to shit or get off the pot meant that by the time Cohen-Watnick hit pay dirt, the narrative had already shifted to one where the White House expected Congress to find the “leakers.”
