A smart move would’ve been to say something to the effect of, “Well, the referendum results indicate the British people want us to look into the matter, so first, we’ll need to prepare a study to assess the economic and foreign relations impact of such a move - of course, we’ll also need to speak with business leaders and have them submit their own assessments so that we can move on to an internal, intragovernmental consultation and assessment phase. That should be done, oh, say around 2050 or so. We’ll proceed from there.”

Exactly, the “foot dragging solution.” Instead, the government went all in to rush toward Brexit as soon as possible. I just can’t fathom why. AFAIK there were no economic or geopolitical pressures in play, only the xenophobic sentiments from the Brexiteers that leaving would somehow keep out the undesirables and decouple the UK from the EU.
