FWIW, I interpreted that statement exactly in the same way: “God works in mysterious ways.”

It’s always “It’s a miracle” and “God is good” when something good happens, and “God works in mysterious ways” when something bad happens. Noelplum99 did his last two videos on YouTube about how disingenuous that philosophy is. I suggest you watch it if you disagree with our characterization of that statement.
