I have a nephew who is old enough to know better who explained that bit of economic theory to me.
You see, if you have a whole lot of “stuff” out there, people will see it and want it. They will work longer and harder so that they can afford to buy it. He failed to explain why they would want things they didn’t need or like.

Perry and Trump and whoever else on his team are measuring things in terms of cost only: Pile up enough coal and people will want it over solar because it’ll be cheaper. They’re only thinking in terms of immediate monetary cost.

Not only does this fail to take into account the non-monetary reasons people choose things, but it also misses that a lot of places have converted to things other than coal. They’d have to build a coal plant to use the coal.
