As far as I’m concerned Bernie is as clueless as a Republican is about these things.

What Bernie’s selling, or at least how Bros are selling it to try to win over “moderate” voters, is libertarianism by a different name. The general concept is the same: If people have more money, then they’ll solve their own “problems” and America overall will benefit. The only functional difference is Bernie wants to achieve that through government intervention, while libertarians (in principle if not practice) say government should be little more than a referee to make sure everybody’s on “equal” footing.
