The RoK’s interest in the Chinese position is frankly very ominous, ie, they want a guarantee of Chinese neutrality if they launch a military operation.

I don’t see it that way. That would imply that SK will “play their last card” as Ms. Hurlburt would put it. I agree with DF that SK will not risk all out war with NK.

There are other reasons why SK might want to talk to China about this, not the least of which is to try and get Intel on what exactly is going on in the NK government/military.
