There are only a few possible explanations for foolishness such as this—

1.They honestly do not perceive a threat
2.They are inviting an attack a la the FDR/Pearl Harbor troofers
3.They are collectively the dumbest bastards on the planet
4.The ROP has surrendered, gotten a shower and a shave
