I don’t think he is scared of anything. His “security detail” is just a way to give some of his buddies cushy government jobs.

He could have done that a number of ways it seems. The whole security aspect seems weird and paranoid to me (it’s the EPA ffs), but it could just be regular degular Dotard universe corruption.
