There’s a Russian (I think?) joke regarding the difference between the US and Russian governments: in US first you get money and then you get power, and in Russia first you get power and then you get money.

And we sure as shit have to do something about the information instrument of power.

If Russia had opened itself fully to the world markets in 1992, foreign investors would have simply come in and bought up all its key industries, as West Germany did when simply bought up the bulk of the East German economy.

They were not going to allow that to happen, so they created the Oligarch Class: people given a chance to obtain vast wealth at bargain basement prices in exchange for political co-operation.
