Not really. You’re going to need majorities in both Houses, and then you’re going to need the wherewithal to eliminate the filibuster for legislative matters, as changing the size of the Supreme Court will require amending the judiciary act.

That said, there may be legitimate reasons for increasing the size of the Court. We’ve been at 9 Justices since 1866 (from 1863 to 1866, there were 10 justices, but Congress changed the law to prevent Johnson from getting an appointment). There’s something to be said, actually, of going to 13 Justices, one for each Circuit.

Of course in this era of polarization, as soon as one side increases the number of SCOTUS justices with the presidency and control of Congress, that will become as routine as accepting the resignations of US attorneys.
