I have missed something, though. Other than Trump trying to be Trump, since the environmental laws allow states to do this, how’s he actually going to revoke that? (And I do expect the answer to be something other than “Trump” or “Packed court”.)

California was grated a waiver from the EPA under the Obama admin that allowed them to regulate Greenhouse gas emissions. Trump just has to revoke the waiver. Sure it will be challenged though.
