You really expect that the public, who views the Big Banks as the culprits behind the mortgage crisis and wanted bank execs dragged away in irons, will respond to a “private sector solution” pushed out by those same execs?

I think the public wants a way out of the mess, and if an honest way out is offered (and it better be honest, since Mitt won’t be able to get away with what Marty Kaan sold Metro Capital on House of Lies), I think the public would look at it with some favor. Mitt used to be a management consultant himself, so perhaps he could sell a proposal to the banks as a “future investment” that reduces public anger.
