Specifically, it’s a a selection from the FISA Recap spreadsheet; the highlighted entries are email accounts belonging to the five people he interviewed for the report. All had notations that the FBI was the responsible agency (for securing warrants, investigating, etc.).

The NSA would be operating on behalf of the FBI in these instances, but what the 5 were being investigated for isn’t clear from anything in that report.
