Holy crap! Just noticed the exhaust pipe. Wondering if maybe the engine was still running.

If you’re referring to that square aperture under the police vehicle’s bumper, that looks more like the socket for some sort of trailer hitch(?) than an exhaust pipe. Though the exhaust may have been down there somewhere.
