Right at 1:50 you’ll see the kid. It’s skull make-up not “The Joker.” I can’t tell what the costume itself is. I’m downloading the MP4.

Odd, I don’t recall the Joker having skeleton fingers like the kid’s costume does. The white face paint makes more sense too, unless black folk have black skulls too.
