This was before an ALJ? That changes things; the ALJ procedures are different, although I think that the general rules of procedure may overlap (including the ability to sanction). I don’t normally deal with this kind of administrative procedures, let alone a lawyer who regularly violates rules of procedure and a whole host of ethics guides for lawyering (all to prove that Obama isn’t a US citizen even after he released a long form birth certificate). It seems the ALJ could recommend contempt charges to the superior court, but I doubt he’ll do that here.

Still, this could present problems for her with the state bar in CA and GA - her behavior continues to violate the code of conduct in both by engaging in frivolous actions.
