The burden of proof is on you here, since you apparently have less respect for the reading comprehension of our law enforcement officers and agencies than I.

So if law enforcement reads that only a small percetage will become extremists, does that mean that law enforcement will ignore the report?
I submit not, but if they do then the report would be useless.
