I think the big question right now is how far McConnell and Ryan are prepared to go to support Trump. Two special elections have happened and Democrats have done better than expected. 538 estimated that there’s at least 47 Republican seats in districts far bluer than KS-04 or GA-06. Trump’s approval ratings have nudged up, but have not been the stratospheric boost that people feared/hoped would happen if he started a war of choice. And Russiagate is not going away, no matter how hard the GOP tries to kill it with political hackery.

Were Trump’s approval above water and the special election results weaker than expected, McConnell might have considered going forward with nuking the filibuster out of existence to push through Trump’s spending priorities. Now? I suspect that The Great Wall of Trump and punitive punishment of sanctuary cities might be casualties of the GOP’s desire to retain Congress.
