The point of the Mueller investigation is to present Congress with enough irrefutable evidence of wrongdoing that it has to act or appear to be in collusion itself.

Just to emphasize - what brought about the Mueller investigation was the accusation of obstruction of justice. It’s Trump who keeps shouting “COLLUSION”, but Mueller can and apparently is investigating any crime related to the possibility that the firing of Comey was to obstruct justice.
